From 23 October 2026, overseas exporters and agents shipping food to China, and food importers in China, file under GACC Announcement 150 of 2026. This is not the same form as overseas manufacturer registration. YuCargo (Shanghai Hongyu) checks the trader first, then the Shanghai customs entry. The result follows customs.
Who files
- Overseas exporters or agents file the exporter/agent information form with GACC and receive a filing code.
- Food importers in China need a business licence and a customs consignee/consignor filing, then submit the importer form to the customs office at their domicile. The two filings can be done together.
- Food additives and food-related products follow their own rules.
Separate from Order 280
Order 280 registers the overseas producer, processor or storage site. Announcement 150 files the trader that sells the food into China. A shipment into Shanghai needs both: the plant on the registration list, and the importer and exporter on the filing list. The entry must match the names, the importer’s unified social credit code and the overseas filing code.
What the revision changed
The rules took effect on the publication date, 23 October 2026, and replaced the 2012 AQSIQ annex. GACC’s own explanation says the importer form went from 20 items to 16, and the overseas exporter or agent form from 20 items to 10. The handling time dropped from 5 working days to 3. A complete form is filed within 3 working days of acceptance. The filing does not expire. Changes must be filed within 60 days.
Applications go through the Single Window or Customs Online Services. Importers in China may also file a paper form at their local customs office. Records are published on the customs enterprise credit platform.
The manufacturer rules remain on the Order 280 note. The company account post is on WeChat. Service scope: GACC food filing. Next step: request a quote with the importer, exporter and plant names.

FAQ
When did GACC Announcement 150 of 2026 take effect, and who does it cover?
It took effect on 23 October 2026. It covers overseas exporters and agents shipping food to China, and food importers in China. Food additives and food-related products are outside this food-category table. YuCargo checks these parties before a Shanghai entry. Customs makes the final decision.
Is trader filing the same as overseas food plant registration?
No. Order 280 registers the overseas producer, processor or warehouse. Announcement 150 files the exporter, agent and the importer in China. A food shipment needs both. The entry must match the names, the importer’s unified social credit code and the overseas filing code. YuCargo checks them in that order.
What is filed now, and how many working days does it take?
Each party files one information form. GACC’s explanation says the importer form was cut from 20 items to 16, and the overseas exporter or agent form from 20 to 10. A complete application is processed within 3 working days of acceptance. The filing does not expire. Changes are due within 60 days. YuCargo does not treat that clock as a transit promise.
