Exporting Food to China? Start with Decree 280 (GACC Framework, Part 1)
Decree 280 / Announcement 27: who must register, recommendation vs self-apply, and five actions before exporting food to China.
Published: ·Last updated:
Overseas food producers, processors, and storage facilities that export to China must complete GACC registration under Decree No. 280. YuCargo (Shanghai Hongyu International Logistics Co., Ltd.) treats GACC compliance with import clearance as a core line — see https://www.yucargo.com.cn/en/services/gacc. Rates and timelines are subject to formal quotation and customs review.
This English Part 1 mirrors the Chinese WeChat framework article (5 Sep 2026): build the policy map first; operations pitfalls are in Part 2.
Policy core
Decree 280 took effect on 1 June 2026. The intent is to move food-safety control upstream to the production source—not rely only on border sampling. Official interpretations emphasise source supervision for both safety and trade stability.
Who must register—and what you get
- Scope: overseas production, processing, and storage facilities exporting food to China (food additives and food-related products excluded).
- Outcome: an 18-digit China registration number (C/Q + country code + approval date + serial). GACC issues no paper/electronic certificate—only the official listing counts.
- Validity: generally 5 years with auto-renewal for most categories; meat and bird’s nest products require active renewal.
Five practical changes vs Decree 248
- About 17 high-risk categories (meat, casings, bird's nests, bee products, eggs, edible oils, stuffed wheaten food, grains, flour/malt, dehydrated vegetables/dried beans, seasoning powder, nuts/seeds, dried fruits, special dietary foods, health foods, dairy, aquatic products) require official recommendation — self-application is invalid.
- CIFER now handles online self-application for other categories — incomplete filings still cause multi-week delays.
- Most registrations auto-renew after 5 years — meat and bird’s nest are excluded; missing the window risks return of in-transit cargo.
- A “list registration” fast track rewards compliant enterprises — faster process, not an exemption from review.
- Registration and filing are free of charge — which has attracted fraudulent paid “agents” (see Part 2).
Two paths
Path A (official recommendation): the 17 high-risk categories must be recommended by the national competent authority first.
Path B (self-apply): other foods may file via CIFER (cifer.singlewindow.cn). Both paths still require Decree 280 Article 7 conditions: lawful home-country supervision, a food-safety system, and compliance with Chinese rules, standards, and quarantine.
Three mandatory uses of the number
- Print the registration number on the Chinese label;
- Declare it accurately on the customs form (including license category 519 under product qualification);
- Update promptly on site moves or legal-representative changes; material impact may require re-registration.
Five actions for exporters (YuCargo)
- Classify first — confirm whether you fall in the 17 high-risk categories;
- For high-risk goods, start competent-authority recommendation ~6 months ahead;
- Self-apply only with complete, truthful dossiers — returns often cost weeks;
- Manage the number’s full life cycle (validity and exception renewals);
- Trust only GACC / CIFER listings — treat “official certificates” as red flags.
