Exporting Food to China? Start With GACC Registration — The Complete Framework

Who must register, which of the two GACC pathways applies to you, and the three deadlines every overseas food exporter must know under Decree 280.

Published: ·Last updated:

Since 1 June 2026, GACC Decree No. 280 has governed the registration of overseas food manufacturers, processors, and storage facilities exporting to China. It replaced Decree 248, and it made one thing unambiguous: no registration number, no import.

This guide explains the framework — who must register, what you actually receive, which of the two registration pathways applies to you, and the deadlines that catch exporters off guard. For operational details (decoding the 18-digit number, customs declaration fields, exhibition timelines), see our companion operations guide.

Who Must Register

All overseas enterprises that produce, process, or store food for export to China — including cold-storage facilities. Note the three keywords: production, processing, storage. Food additives and food-related products are excluded.

What You Receive

An 18-digit GACC registration number (format: C/Q + country code + approval date + serial number, e.g., CUSA23012201018888).

GACC issues no certificates — no paper, no PDF, no QR code. The only valid proof of registration is your listing on the official website. If the number is verifiable, you are compliant.

The Four Key Changes (Decree 248 → 280)

  1. Categories: 18 high-risk categories requiring official recommendation became 17. Certain primary agricultural products (some oilseeds, coarse grains, fresh vegetables) moved to the quarantine registration path under GACC Announcement No. 219 of 2025 — they still require registration, under a different procedure.
  2. Registration method: risk-based classification — official recommendation vs. self-application, with differentiated procedures.
  3. Renewal: most registrations now auto-renew for another 5 years; only meat and meat products and bird's nest products require a proactive renewal application.
  4. Labeling: the 18-digit number must be printed on the food packaging (including the Chinese label). Missing = rejection.

Pathway A — Official Recommendation (17 High-Risk Categories)

If your product falls into any of the 17 high-risk categories below, you cannot apply to GACC directly — your national competent authority (e.g., FDA, SFA) must review your facility and issue a recommendation letter first. Typical timeline: 6–12 weeks. Start at least 6 months before your planned export date.

  • Animal-origin: meat and meat products; casings; bird's nests and products; bee products; eggs and egg products.
  • Plant & oils: edible fats and oils; stuffed wheaten food; edible grains; grain flour and malt; dehydrated vegetables and dried beans; seasoning powder; nuts and seeds; dried fruits.
  • Processed & others: special dietary foods; health foods / dietary supplements; dairy products; aquatic products.

Pathway B — Self-Application via CIFER

All other food categories apply directly through the CIFER system (cifer.singlewindow.cn). The process is simpler, but review standards have not relaxed — incomplete or inconsistent filings cause 4–6 week delays.

Whichever pathway applies, Decree 280 Article 7 sets three baseline conditions. The one most exporters miss: your product must comply with Chinese laws and Chinese national food safety standards. Compliance in your home market does not equal compliance in China — additional testing or certification against Chinese standards may be required.

Three Deadlines Every Exporter Must Track

  1. Five-year validity with auto-renewal — except meat/meat products and bird's nest, which require a proactive renewal application 3–12 months before expiry.
  2. Material changes (relocation of production site, change of legal representative) are not handled as amendments — GACC will require re-registration. Do not discover this at the port.
  3. High-risk categories: start the official recommendation process at least 6 months before your first shipment.

Using the Number Is Part of Compliance

The registration number must be used actively and accurately in three scenarios: printed on food packaging (including Chinese labels), declared correctly on the customs declaration form (license category 519 under product qualification), and kept up to date in the registration system. Wrong field, wrong digits, or a deactivated number all mean rejection. Field-by-field filing guidance is in our operations guide.

FAQ

What changed when GACC went from 18 to 17 high-risk categories?

Under Decree 280, 18 recommendation categories became 17. Some primary agricultural products (certain oilseeds, coarse grains, fresh vegetables) moved to quarantine registration under Announcement No. 219 of 2025 — still required, different procedure. GACC Pathway A vs Pathway B — which registration path do I take?

Pathway A: the 17 high-risk categories need national competent-authority recommendation first (typically 6–12 weeks). Pathway B: other foods self-apply via CIFER. Home-market compliance ≠ Chinese standards. Guide: https://www.yucargo.com.cn/en/gacc-registration-guide ; ops: https://www.yucargo.com.cn/en/gacc-registration

What three GACC deadlines must overseas food exporters track?

1) 5-year validity — most auto-renew; meat and bird’s nest need proactive renewal 3–12 months before expiry. 2) Material site/legal-rep changes often require re-registration. 3) Start high-risk recommendation ≥6 months before first shipment.
