The GACC Registration Number: What It Is, How to Read It, and How to Verify It
Decode China's 18-digit GACC registration number, avoid customs rejection, spot fake certificates, and plan exhibition shipments on a T-90 timeline.

Since Decree 280 took effect, overseas food exporters to China need an 18-digit GACC registration number.
Customs, CIQ, e-commerce platforms, and Chinese distributors all check this code. This guide explains what the digits mean, where the number must appear, and how to avoid the three mistakes that get shipments rejected at the border. For the policy framework (who must register, Pathway A vs B, 18→17 categories), start with our GACC registration framework. It is based on 18 years of Shanghai-port operations and hands-on compliance work at YuCargo (Shanghai Hongyu International Logistics Co., Ltd.; prepared 2008, established 2009).
Decode the 18 Digits
The registration number is not a password to memorize — it is structured information:
- Position 1 — C or Q: standard registration vs. special category.
- Positions 2–4 — Country code of the manufacturing facility (the factory's country — not the brand's, not the exporter's). A German brand produced in Vietnam carries VNM.
- Positions 5–10 — Approval date in YYMMDD format. An older date signals an established compliance history.
- Positions 11–18 — Serial number.
Example: CUSA23012201018888 = a facility in the United States, approved on 22 January 2023.
Where the Number Must Appear
- Chinese label — printing the 18-digit number on the Chinese label is a hard requirement under Decree 280. Missing = rejection.
- Customs declaration — it must be declared in the designated field under “Product Qualification” (certificate code 519). The single most common rejection cause is entering it in the “Remarks” field, which the system does not read.
- CIQ inspection — the number triggers the inspection workflow; unregistered products are automatically intercepted.
- Exhibition samples — the number must appear on outer packaging, even for samples.
- E-commerce platforms — Tmall Global and JD Worldwide require it for seller verification.
- Distributor due diligence — Chinese importers verify the number before signing distribution agreements.
The 17 Categories Requiring Official Recommendation
If your product falls into any of the 17 high-risk categories below, you cannot apply to GACC directly — your national competent authority (e.g., FDA, SFA) must review and recommend you first. Direct applications are rejected without explanation. Typical timeline: 6–12 weeks.
- Animal-origin: meat and products; casings; bird's nests; bee products; eggs and products.
- Plant & oils: edible fats and oils; stuffed wheaten food; edible grains; grain flour and malt; dehydrated vegetables and dried beans; seasoning powder; nuts and seeds; dried fruits.
- Processed & others: special dietary foods; health foods / dietary supplements; dairy; aquatic products.
Five Practical Changes Under Decree 280
- The 17 categories above require official recommendation — self-application is invalid.
- The CIFER system now handles online self-application for other categories — simpler process, but incomplete filings still cause 4–6 week delays.
- Registrations are valid for 5 years with auto-renewal for most categories — but meat and bird's nest are excluded; missing the re-application window means in-transit cargo faces return.
- A new “list registration” fast track rewards compliant enterprises — a faster process, not an exemption from review.
- Registration and filing are completely free of charge — which has created a vacuum filled by fraudulent paid “agents” (see next section).
Fake Certificates: The Arbitrage Model
GACC issues no certificates — no paper, no PDF, no QR code. The only valid proof is your listing on the official website.
Fraudulent agents exploit this with a three-layer model:
- Layer 1 (Real) — they charge a high “service fee” and file a genuine registration; the number is verifiable.
- Layer 2 (Forged) — they add a fake “official certificate” with a forged seal.
- Layer 3 (Exposure) — customs reject the certificate; the enterprise is left with a legal record of using forged documents.
Two hard verification rules:
- KPI 1 — Demand a full screenshot of the query result on the official GACC website, with a timestamp. Never accept a screenshot from the agent's own system.
- KPI 2 — Zero-fee principle. Any charge for “expedited processing,” “channel fees,” or “certificate issuance” is a red flag. (Administrative fees of your national authority, e.g., SFA, are a separate matter.)
Exhibition Season Timeline
Exhibitions are supply-chain nodes: whether your samples clear customs depends on paperwork started three months earlier.
- T-90 days: confirm whether your product is in the 17 categories; if yes, start the official recommendation process immediately.
- T-60 days: complete exporter filing; prepare Chinese labels, ingredient lists, and test reports.
- T-30 days: verify both registrations on the GACC website; confirm the number is printed on sample packaging.
- T-7 days: final compliance review before shipping samples; confirm the Chinese importer's licence.
- T-0 (exhibition): all sample outer packaging must carry the 18-digit number.
- T+30 days: verify your distributor's import qualifications; set up long-term monitoring of registration validity.

FAQ
Which imported foods must go through official GACC recommendation?
Products in the 17 high-risk categories (meat, casings, bird's nests, bee products, eggs, edible oils, stuffed wheaten food, grains, flour/malt, dehydrated vegetables and dried beans, seasoning powder, nuts/seeds, dried fruits, special dietary foods, health foods, dairy, aquatic products) cannot self-apply — the national competent authority must recommend first (typically 6–12 weeks). How do fake GACC certificates work, and how do I verify a number?
GACC issues no paper/PDF/QR certificates — only the official website listing is valid. Fraudulent agents often file a real registration (layer 1), add a forged “official certificate” (layer 2), then leave the buyer exposed when customs rejects it (layer 3). Demand a timestamped official-site screenshot; treat certificate-issuance fees as a red flag. Guide: https://www.yucargo.com.cn/en/gacc-registration
What is the T-90 timeline for exhibition food sample GACC clearance?
T-90: confirm 17-category path and start official recommendation if needed. T-60: exporter filing + Chinese labels/tests. T-30: verify listings and print the 18-digit number on sample packaging. T-7: final review + importer licence. T-0: outer packaging must show the number. Full axis: https://www.yucargo.com.cn/en/gacc-registration ; quote https://www.yucargo.com.cn/en/quote
How do I read China's 18-digit GACC registration number?
Digit 1 is C/Q; 2–4 = factory country code; 5–10 = approval date YYMMDD; 11–18 = serial. Declare it in product-qualification field 519 (not Remarks) and print it on the Chinese label. Decode guide: https://www.yucargo.com.cn/en/gacc-registration
